The only thing I can think of is that we may be supposed to vote in the same way they describe the nomination process - by posting the URL of the nominee in the comments section of the relevant category on the site.. of course, if the same rules apply, that would mean not being able to vote for yourself.. *ahem*
But they do say "vote early and vote often" on their site :)

I emailed the site concerned about the voting protocol and got this kind and prompt reply
"we are very close to launching the voting system here in the next couple of hours. We are finishing up some code and need to post the best overall blog nominations. Then we can start the voting."
So, it may all be clear soon.
